Is Weed Legal in Japan? Rules for Visitors and CBD Products

Weed is illegal in Japan. Since 12 December 2024 cannabis counts as a narcotic, and using it, holding it or importing it are all crimes, with up to 7 years in prison for use or possession (Narcotics and Psychotropics Control Act, arts. 66 and 66-2). Leave all cannabis and THC products at home.

Recreational weed is illegal in Japan for visitors and residents alike. As of 2026-10-27, cannabis and THC are narcotics under the Narcotics and Psychotropics Control Act. The amended law took effect on 12 December 2024 (MHLW notice 医薬発0911第1号). Medicine is the only legal route, and it runs through the health ministry (see below).

Before that date, Japan punished possession, cultivation and import but did not punish use itself. The amendment moved cannabis and THC under the narcotics law, which also punishes receiving a narcotic. Older articles, including a 2023 TIME piece, describe the earlier rules. The English Japan Customs brochure for travellers still says use of cannabis “is not prohibited by the current laws”. That line is out of date.

What are the penalties for weed in Japan?

Penalties run up to 7 years in prison for use or possession and up to 10 years for import. The figures below come from the current text of the Narcotics and Psychotropics Control Act on e-Gov, checked on 2026-10-26. The act now says “拘禁刑” (imprisonment).

Attempts are punished too. The act also covers helping to fund or prepare an import offence. Japan Customs adds that smuggling is punished “regardless of its user or amount”. If you are arrested, ask for your embassy and a lawyer.

CBD is legal in Japan when the product stays under the THC residue limit, and CBD itself is not a narcotic. The limits come from MHLW notice 医薬監麻発1004第3号 of 4 October 2024, as shown on prefectural pages from Ibaraki and Fukuoka. The limit applies to total Δ9-THC: the Δ9-THC in the product plus 0.877 times its Δ9-THCA-A, per the MHLW analytical method.

Product typeTotal Δ9-THC limitExamples on the official table
Oils liquid at room temperature10 ppmCBD oil, hemp seed oil, cosmetic oil
Powders10 ppmCBD powder, protein
Water-based products0.1 ppmSoft drinks, alcohol, lotion, milk, plant drinks
Everything else1 ppmSweets, tablets, butter, e-cigarettes, shampoo, cream, jelly

A product above its limit is treated as a narcotic. Fukuoka lists named gummy, wax and drink products that failed. The latest notice on that page is dated 10 April 2026.

The Narcotics Control Department offers a pre-import confirmation for CBD and CBG products. The ministry says this step is not legally required. Tokyo Customs says that if a product cannot be shown to be outside the restriction, it cannot be returned to the sender.

Worked example: what the limits mean in milligrams

One part per million by weight is 1 mg of THC per kilogram of product. These sums use round pack sizes, not real products.

  • A 30 g gummy pack at the 1 ppm limit holds at most 0.03 mg total Δ9-THC (30 g = 0.03 kg × 1 mg/kg).
  • A 30 g bottle of oil at 10 ppm holds at most 0.3 mg.
  • A 350 g can of drink at 0.1 ppm holds at most 0.035 mg.
  • A US hemp gummy pack of 30 g holding 0.4 mg THC would be about 13 ppm (0.4 mg ÷ 0.03 kg). That is roughly 13 times Japan’s 1 ppm limit for sweets.

The 0.4 mg figure is the US federal exclusion for hemp products per container, which applies from 11 December 2026 (hemp ban effective date). A product that is legal in the US can still fail in Japan.

No. Δ9-THCA-A, the acid form in raw cannabis flower, is designated a narcotic by cabinet order because it easily turns into Δ9-THC. MHLW’s analytical method counts it toward the residue limit: total Δ9-THC (mg/kg) = Δ9-THC + 0.877 × Δ9-THCA-A. A hemp product with a high THCA reading therefore fails even when its free THC is near zero. THCA flower is cannabis plant material. For how THCA differs from THC, read THCA vs THC, and for the US picture see is THCA legal.

CBN is a separate case. Under a ministerial ordinance, CBN became a designated substance on 1 June 2026. Making, importing, selling, holding and using CBN products is banned, with an approval route for certain patients (MHLW).

Do they drug test tourists in Japan?

No official source says Japan tests visitors for drugs on arrival. Use is proved after an investigation begins, by testing urine. MHLW’s 2022 subcommittee document says THC-COOH is usually detectable for about a week after use and for more than 3 months in some habitual users (MHLW).

The same document says the metabolite level can separate smoking from second-hand smoke. It also says that CBD taken alone, by mouth or by vape, did not give urine levels that show clear use. Positive results from CBD products are considered possible only when THC contaminates the product.

What can you not bring into Japan?

Leave cannabis and THC products at home, and bring CBD only with a lab report. Use this checklist, based on the Japan Customs traveller brochure and the MHLW rules above.

  1. Flower, resin and concentrates: not allowed. Vape cartridges are narcotics when they exceed 1 ppm total Δ9-THC, and other controlled ingredients can also make one illegal.
  2. Edibles: cannabis edibles above the residue limit are narcotics (1 ppm for sweets and baked goods). Cannabis-derived ingredients alone do not make an edible illegal, but home-made or THC edibles will fail.
  3. CBD products: only if total Δ9-THC is under the limit in the table. Get a lab certificate that reports both Δ9-THC and Δ9-THCA-A. Consider the pre-import confirmation from the narcotics office.
  4. CBN products: not allowed since 1 June 2026.
  5. Medicines made from cannabis: need advance permission from the Narcotics Control Department. A foreign prescription is not enough on its own.
  6. Anyone else’s luggage or parcels: do not carry them. Customs says many smuggling cases begin with a favour from a friend or stranger.

For flight rules at the airport you leave from, see can you bring weed on a plane. For other destinations, start at countries where weed is legal.

Yes, through a regulated medical route. The 2024 amendment removed the old ban on medicinal use, and cannabis-derived medicines can now be developed and approved. The DIA Global Forum reports that an approved pathway now exists for sponsors to apply to MHLW (DIA). A phase 3 trial of a CBD epilepsy medicine started in Japan in 2022.

Travellers who take a cannabis-based medicine must get permission from the Narcotics Control Department before they fly. The department states that some medicines cannot be imported even with a prescription from your own country, so apply at least 14 days before travel (NCD import and export guide). For the wider picture, see travel with medical cannabis.

What is changing in Japan?

The main change already happened: use became an offence on 12 December 2024. The THC residue limits notice is dated 4 October 2024, and the CBN designation took effect on 1 June 2026.

Frequently asked questions

Do they drug test tourists in Japan?

No official source says visitors are tested on arrival. Police prove use with a urine test after an investigation starts. The health ministry says THC metabolite is usually detectable for about a week, and for more than 3 months in some habitual users.

Is THCA legal in Japan?

No. Δ9-THCA-A is designated a narcotic by Japanese cabinet order because it easily turns into Δ9-THC. It counts toward the residue limit as total Δ9-THC (Δ9-THC + 0.877 × Δ9-THCA-A), so THCA flower is cannabis and THCA products over the limit are narcotics.

Is CBD legal in Japan?

CBD itself is not a narcotic. A CBD product is allowed only if its total Δ9-THC (Δ9-THC plus 0.877 × Δ9-THCA-A) stays under the limit for its type: 10 ppm for oils and powders, 0.1 ppm for drinks, 1 ppm for other products. Products above the limit are treated as narcotics, and customs may seize them. Get a lab report that covers both compounds.

Can I bring a vape to Japan?

Cannabinoid vape products above 1 ppm total Δ9-THC are treated as narcotics, because e-cigarette products fall in the 1 ppm group. Other controlled ingredients can also make a vape illegal, so check Japan Customs before you pack one.

Does Japan have weed dispensaries?

No. Japan has no legal retail market for recreational cannabis. The 2024 amendments open a regulated route for cannabis-derived medicines, which does not create dispensaries.
